National Dialogue on the Smuggling of Migrants Held in Colombo

A national dialogue aimed at developing a common understanding of the smuggling of migrants in Sri Lanka was held in Colombo on 30th April 2026. The discussion brought together key stakeholders engaged in migration facilitation at the national level.

This dialogue was organized by the United Nations Office on Drugs and Crime (UNODC) under the project on preventing and combating human trafficking and migrant smuggling in South Asia, with financial support from the European Union.

The discussions focused on establishing a shared understanding among stakeholders regarding general policies and legal frameworks related to human trafficking and migrant smuggling, as well as ongoing actions, current needs, and policy initiatives in Sri Lanka. A panel discussion was also conducted on policies and legal provisions to counter migrant smuggling in the country.

The panel featured distinguished participants including Riyaz Bary, Deputy Solicitor General, Attorney General’s Department, Gotabaya Ranasinghe, Assistant Controller, Department of Immigration and Emigration, Captain K.B.G.S. Madutharanga, Acting Director, Naval Intelligence, Y. Shivayogarajan, Senior Programme Manager, Association of Mobilizing Community Resources (AMCOR).

The event was attended by Edoardo Spacca, Deputy Head of Operations for Good Governance and Reconciliation of the European Union, as the chief guest. Representatives from UNODC also participated, including Mahdy Hassan, Regional Programme Officer, UNODC Regional Office for South Asia, and Anusha Munasinghe, National Programme Coordinator, UNODC Regional Office for South Asia.
